My dear Sir: I now understand that a Commission has been sent to some gentleman as Collector for the 13th District of New York, in place of Mr. Masten whom I appointed at the request of Hon. Mr. Steele. If I have signed a Commission superseding him I have done it inadvertently, not remembering having done so at all, and not having known any just reason for doing so.
Having appointed Mr. Masten deliberately, I do not wish to revoke such appointment without a sufficient reason; and, of course, I do not wish to be made to appear as having prevaricated. If Mr. Masten has tendered a sufficient bond, I wish him to have the office. Yours truly, A. LINCOLN.
