Lowe of the Fifth Iowa Cavalry telegraphed at 3 P.M. on November 6, ``The people of the 9th Congressional district express a desire to be represented in the next congress. I cannot communicate with Gov Johnson and ask you if an order can be issued for an election? Answer'' (DLC-RTL).
