First idea

Purchase one of those now being constructed for our enemies---01 some other of not let [sic] less speed or power, deliverable at a given point fully equipped. Then take possession.

Second idea

Charter for twelve months with the previlege of purchasing and taking possession at any point for a certain sum within that period. Then advertise for some Port in the vicinity of the intended cruising ground. Charter also another on the same conditions, dispatch her with fuel, stores and the armament to an unfrequented harbor, under the direction of a reliable man, there to await orders. After getting information as we can with the first named steamer join the tender and arm the cruiser, Pursue the enemy, exhibit your authority only when absolute necessity requires it

I was asked to inquire what the Govt. would pay, on delivery, for the Capture of a ``Secesh vessel'' I could not answer & so refer the question to the Sec. of the Navy. A. LINCOLN
