[1] AES, DLC-RTL. Lincoln's endorsement is written on a letter from William Chandler, November 30, 1861, protesting his dismissal as commander in the U.S. Navy, October 17, 1861. Welles replied December 16, listing Chandler's several previous trials by court-martial (in 1834-1835, and 1849) and concluding, ``I cannot. . . recommend his restoration.'' (DLC-RTL).
