Annotation

[1]   AES, NHi. Lincoln's endorsement is written on a letter from Representative Elijah Ward of New York, October 28, 1862, recommending acceptance by the government of a regiment recruited in New York City under the name of the ``Federal Guard'' by Captain Henry E. Gotlieb formerly of the Fortieth New York Infantry. Stanton endorsed below Lincoln's endorsement, ``Referred to Governor Morgan. The Department will accept the regiment if sanctioned by him.'' Gotlieb was given authority to recruit and appointed colonel on November 19, 1862, but the order was revoked on January 24, 1863, and Gotlieb was not commissioned or transferred with the troops to the One Hundred Seventy-eighth New York Infantry.
