[1]   AES, DLC-Stanton Papers. Lincoln's endorsement is written on the back of a series of documents submitted by Frederick Ziegler in a complaint of the course he was compelled to take by Moses Bates, financial agent of the Louisiana State Penitentiary at Baton Rouge, in order to get cotton from New Orleans. Ziegler had been required to sign an agreement not to purchase above the maximum price fixed for purchases of cotton to operate the penitentiary factory (Private and Official Correspondence of General Benjamin F. Butler, II, 580).
