This, as I remember, is one of the cases submitted to Gen. McClellan; & from whom I have not yet heard. A. LINCOLN

Lincoln's endorsement is written on a letter from Rowley, October 8, 1862, summarizing the failure of his efforts to get a further hearing, ``On application at the War Dept., on my return here 2d. inst., I found the
original papers had been recd. & were forwarded to Gen. Halleck. On inquiry at his H'd Q'rs, all the information I could get, was, in the words of Col. Kelton, A.A.G., that `Gen. Halleck does not approve of the action of the President & Gen. McClellan, & has ordered the papers to be filed in his office'; by which action, I understand the matter is quashed.'' Lincoln reappointed Rowley as of January 31, 1863.
