[1]   AES, DLC-RTL. Lincoln's endorsement is written on a petition dated November 27, 1861, from banks and savings institutions in St. Louis, Missouri, requesting prompt settlement of claims already adjusted by the commission appointed by the president. See Lincoln to Joseph Holt, November 12, supra. The claims grew out of seizure of funds by military commanders in the Department of the West.
