[1]   AES, DLC-Cameron Papers. Lincoln's endorsement is written on the back of a letter from civil engineer Albert B. Cooley, Philadelphia, August 23, 1861, requesting permission to communicate with his men employed in deepening the channel of the James River below Richmond, Virginia, under contract with that city at the outbreak of the war. A previous endorsement by Thomas A. Scott, September 13, recommended Cooley's sending `` . . . open letters to his men through Genl Wool Commanding at Fortress Monroe---letters to be forwarded . . . as opportunity . . . may offer.''
