Annotation

[1]   ALS, NAuE. There is no record of William Forrester's appointment.

[2]   William P. Thomasson, formerly congressman from Kentucky (1843-1847).

[3]   The name appears to be ``Barton,'' but Lincoln may have referred to Allen A. Burton of Kentucky, appointed minister to New Granada (Colombia).
