Dear Sir Yours of this day, in relation to the late proclamation of Gen. Fremont, is received. Yesterday I addressed a letter to him by mail, on the same subject, and which is intended to be made public when he receives it. I herewith send you a copy of that letter, which, perhaps, shows my position as distinctly as any new one I could write. I will thank you to not make it public, until Gen. Fremont shall have had time to receive the original. Your Obt. Servt. A. LINCOLN

The copy of the letter which Lincoln enclosed to Holt was released on September 14 (New York Herald), but Fremont still had not received the copy sent by mail.
