Executive Mansion Sep. 11. 1861

This day Gen. Mansfield personally appears, and urges that Horatio G. Wright, of Topographical Engineers, be a Brigadier General of Volunteers, as a Connecticut appointment. Gen. Totten concurs, as Gen. Mansfield says.
