[1] AES, DLC-Cameron Papers. Lincoln's endorsement is written on the back of a letter from Charles H. Foster, Salisbury, North Carolina, August 9, 1861, to Ward H. Lamon, tendering the services of a regiment of loyal North Carolinians if it can be accepted and equipped. Foster, an unconditional Union candidate, was elected to congress in the First Congressional District of North Carolina, in November, 1861, under a provisional state government which later collapsed. Congress denied him his seat on the ground that he had received only 400 votes in a district of 9,000 voters.
