[1] AES, RPB. Lincoln's endorsement is written on an envelope in which letters from Governor Richard Yates and William Thomas, army auditor for Illinois, had been delivered to the president. Yates' letter has not been found, but a telegram which Secretary Seward sent by Lincoln's direction on July 25, informed Yates that ``Your sixteen regiments of infantry and battalion of artillery will be accepted. . . . '' (OR, III, I, 349).
