Some days ago, at my request, Mr. Hunter2Open page sent a list of the then unfilled diplomatic appointments.

They were, Japan, China, Costa-Rica, Honduras, Venezuela, Paragua. Comr, Chili & Peru.

Japan, I understand, is not to be changed. China, suppose we hold open for Burlingame, if we have to send a different man3Open page to Austria. Chili we have since given to Nelson.4Open page This leaves open to be disposed of now, so far as I see, Costa-Rica, Honduras, Venezuela, Paragua, Peru, and Constantinople, the latter made vacant by the transfer of Gen.
