James A. Sheehan, 3rd Sergeant of the Washington Light Infantry Batallion, inquires whether the U.S. will accept a regiment of loyal Baltimoreans, if he will raise and teach one, [to w]hich I answer, I suppose [such] a Regiment would be accepted; but to avoid confusion, the approval of the Secretary of War must first be had.
