My dear Sir---I herewith beg leave to acknowledge the receipt of your communication of the 4th inst. enclosing (documents Nos. 1, 2, 3, 4, 5, and 6) copies of correspondence and notes of conversation with the President of the United States and the Secretary of War, concerning various military movements, suggested by yourself, for the better protection of the Government and the maintainance of public order.
