[1] AES, CSmH. Lincoln's endorsement is written on a letter from Reverend E. P. Phelps, Baltimore Conference, Methodist Episcopal Church, September 28, 1861, recommending B. W. Ferguson, `` . . . a justice of the Peace in Washington . . . . and a decided Union man . . . .'' for an appointment `` . . . under the commissioner of Public Buildings. . . . '' Benjamin B. French of New Hampshire had recently been appointed commissioner, but no record has been found of B. W. Ferguson's appointment.
