[1]   LS, I-Ar. The letter was written by Scott and signed by Hanna and Lincoln---the latter in pencil. The letter bears Bissell's endorsement suggesting that Ozias M. Hatch, secretary of state, issue the commission. John M. Scott and William H. Hanna were attorneys at Bloomington, Illinois.
