Baker wrote from Louisville, Kentucky, on March 20, 1849, proposing that a reliable Whig should be sent to California to assist in organizing the territory and gaining its admission to the Union ``at once,'' as a Whig state. He set forth his own qualifications and expressed his willingness to go.
