The engrossed bill ``An act for distributing the school funds of this State among the counties, according to the number of children in each county under twenty years'' was read for the third time on February 6, 1837. Several amendments were proposed and one adopted, but the House adjourned without voting on the bill. On the next day the question pending was taken up again and several amendments were proposed. One amendment proposed by James Craig, representative from Jo Daviess, Mercer and Rock Island counties, provided that ``such counties as shall have been organized since the August election'' should receive ``a portion in the same ratio, on the number of votes given at their election for county officers, when organized respectively'' (House Journal, Tenth General Assembly, First Session, p. 504). Lincoln's amendment to Craig's amendment was rejected, as was Craig's amendment also. After further discussion the bill was passed.
