Annotation
[1] Journal of the House of Representatives of the Twelfth General Assembly of the State of Illinois (1840-1841), pp. 539-43. Lincoln, like all Whig members, opposed this reorganization bill. How much hand he had in the composition of this protest is, however, extremely problematical. Albert J. Beveridge expresses the opinion that it was written by John J. Hardin (Abraham Lincoln, 1809-1858, I, 297), but this possibility is strengthened chiefly by the fact that Hardin made the formal presentation before the House. Probably both the ``Protest'' and the ``Circular'' (supra, February [8?], 1841), as well as earlier documents which bear Lincoln's name along with those of several Whig collaborators, were drawn by several hands.
