Provided, that if said Canal shall not be commenced by the first of January 1841, the state shall have full right to the navigation of the Sangamon River.
Annotation
[1] AD, I-Ar. Lincoln wrote the amendment, which was moved by his colleague Andrew McCormick of Sangamon County. The amendment was adopted by the House and the Senate concurred.
