EMERGENCY LOAN BONDS

was not commandeered was bought up by the government
on application. The government gave- exchequer bonds in
payment for the first item, and did the same thing in payment
for the second and third items on application of the recipients.
These exchequer bonds were unregistered bonds with coupons,
and were issued in denominations of 50, Ioo, 500, I,ooo, and
5,000 yen. The bonds bore an interest rate of 5 per cent per
annum, were to be redeemed within seven years from the date
of issue, and were delivered to the tobacco manufacturers at
their face value. These bonds were issued during the fiscal
years I904-5 and I905-6, and totaled over 12,310,000 yen.
