138 ECONOMIC EFFECTS OF THE RUSSO-JAPANESE WAR the amount was not actually curtailed, on account of the wartime need of communications, while the expenditures for education showed a decrease all round. In extraordinary expenditures, though various items of extraordinary-affairs expenses went to swell the appropriations, a large reduction in regular expenses had the opposite effect, resulting in a considerable decrease in the total of these expenditures. The expenditures for communications showed the largest decrease in regular items, recording, however, the largest increase in extraordinary-affairs items. The increases or decreases in appropriations for agriculture and commerce as well as for education were comparatively slight, both in ordinary and in extraordinary items. Thus, the expenditures during the war for developmental administration somewhat declined in ordinary items, sharply decreased in extraordinary items, and more or less sharply decreased in the total amount.
