The figures in parentheses denote those parts of the prefixed amounts which were disbursed as extraordinary affairs expenses. The expenditures belonging to the special accounts had no distinction made as between ordinary and extraordinary expenses, so that these expenses are all treated here as ordinary expenses for the sake of convenience. deficits, and the increases in the cost for building and repairing. Though this increase was only to a slight extent the direct consequence of the war, it must be said that the amount rose as a result of the inflation of public finance. Thus, the expenditures for financial affairs other than the expenses for national debt and pensions and annuities showed also a noteworthy rise in amount after the outbreak of the war from the total of some 20,000,000 yen before the war to some 70,ooo,ooo yen after the war. Expendituresfor government industries What we call government industries in Japan include, in the broadest sense of the term, all the industries which are owned and operated by the government, yielding revenues in return for expenditures.
