Horse Guards 7th June 1764 Sir, I was honoured with your Letter of the 10th. April last, which, from the apparent necessity of some speedy Provision under the circumstances represented in your said Letter I thought it my Duty to communicate to the Earl of Halifax for his Consideration. Since which I have received by his Lordships order Extracts of the Commission and Instructions, to Governor Murray containing a Power to establish a Civil Government and to constitute proper Courts of Sulicature, and with them an answer from his Lordship dated the 5th. Instant to the following effect, That as His Majesty's Commission and Instructions to Governor Murray, which were sent out to him a considery rable time ago, and must cer now have reached his hands, contain full Powers to constitute Courts of Justice for the hearing and determining of all Causes as well Criminal as Civil, there can be no doubt, but that the Practice of proceeding against Persons not military by Courts Martial will be put an end to, and the Double
