WHERE OUARANTINE HAS "WORKED."
OWN at Goat Island, in San Francisco Bay,
is a United Stae Naval 'Training st on
which since October, 1916, has been undernl"e
medical direction of Commander Perceva) S.
Rossiter.' Dr. Rossiter has recently been de tached from that sation for service elsewhere.
During the last few weeks the island has min tamed a strict quaraftine. ~and among. the
diversions of the garrison and other inhabitants
of the station during _heir seclusion has been
the publishing of a small four-page periodical
called "The Yerba Buena Cazette." From a
recent issue of this sheet, where announcement
is made of Dr. Rossiter's transfer, the remark able fact is learned that Goat -Island is the only
military camp in the whole country into which
the dreaded Spanish influenza has not pene t ated, the immunity or escape being credited
to his foreisght and precaution. IHe did not
wait for the disease to reach San Francisco be fore recommending strict quarantine regula tion a esoon as he-became aware that the
malady was likely ':to become pandemic, he
advised placing the island under quarantine;
and although this suggestion was resented by
some, and its advisability questioned by cer tain officials and practitioners as panicky and
premature, the excellent result above referred
to appears to have fully justified the wisdom
and timeliness of his orders. Among those in
the naval force on 'he island are several Utah
boys, some of whom have written home in
typical terms of youthful enthusiasm and grat itude, to the effect that "surely our good doc tor ought soon to be permitted to wear an other stripe on his uniform for the unique rec ord he has just made."
The incident is merely referred to here as
showing that the disease can be combatted suc cessfully if steps are taken soon enough and
thoroughly enough. Of course, a small island
and especially one under exclusive military
urisdiction, can readily be'placed under abso-lute isolat4on and quarantine.. But other
places not so 'ideally situated would appear to
be able, if the will and intention were strongi
enough, to have erected barriers proportionately adequate and effective. The difficulty appears t9 be that precautionary, measures are
not invoked until the epidemic has obtained a
foothold and has become widespread. It is the

The other day Mr. Hughes, premier of the
Australian commonwealth, sent a wireless
message from the new Marooni station at
Carnarvon, Wales, to the wireless station in
Sydney, Australia. The distance of direct
transmission was 12,000 mIles, and the me. ages were received'with perfect olearness.
The Hertsian waves of wireless mees
move equally in all directions, If, therefore,
the messages between Wales and Australia
went half way around the globe in one direction they did so in all other directions,
and these messages may be said to have enveloped the globe.
When we all get to talking around the
earth, traveling without annoying customs,
doing business an one consolidated planet,
and reading the came news for breakfast in
China and Peru, it will not be long until
we thin-k together and feel as one, and the
prophecy of Plihu Burritt will be realised---
that "above all nations is Humanity."
