The Colorado S tate Board of Ffealth, in its efforts to
protect and promote the health interests of the people of the great
state of Colorado has been encoured by the suppo-rt, extended by the
various state officials, and aided by the hearty cooperation of
local health officials thrrou bout the commonw~ealth.
The i s ortance of. the funictbons of the board is
receiving greater recognition and more practical encouragement of
its operations' by the people in genera. than at any period since
its inception. This is due in great part to the untiring efforts
of, and the educational propaganda carried on by previous boardts
through com~petent and ef fici.ent executive officials. IL. is evident
that the aducation of public opinion in a deirocratic country is
necessary for the progres s and stability of public health voork, To
insure the hihest degree of effciency in a ini~trative sanitation
and disease prevention, it is nec&ssary to firzt overcome the
apathy with which the public receives the work of its heal th officials
during the quiescent periods of smooth railings and to be insured of
