Although Princes and subiectes are Relatiues, yet in na∣ture and time subiectes were first. But Princes (except tyrantes) were not, as Fathers, made by nature, but by the subiectes suffragies and consentes, and that vpon
certaine conditions, for the good of subiects. Whence is that Da∣niell the 4.32. Know that the most high gouernes the kingdomes of men and giues them to whom he will. By this it appears, that subiects are not so much borne for Princes, as that Princes ought to rule for the good of subiects.
