* 1.1The second rule is this: We must beware aboue all thinges, that our exposi∣tion of the scriptures do not tende nor go to the ouerthrowinge and subuersion of charitie and good politicque ordre.

Saint Austen de doctrina Christiana. Quisquis (inquit) scripturas diuinas,* 1.2 vel quamlibet earum partem intellexisse sibi videtur, ita vt in eo non edificet, geminam charitatē dei et proximi nondum intellexit. Whosoeuer (saith Austen) semeth to himself to vnderstande the holy scriptures or any parte of them, and yet in his expoundyng or vnderstandyng doth not edifie and plante the two folde charitie, that is, the loue of God, and of hys neighboure: playnlye (saythe Austen) he vnderstandeth not the scriptures. And example. It is writen in the scriptures. Ne restiteris malo. Resiste not ill. Nowe if we will expounde this generally, and that it pertayne aswel to the publicque Magistrate as to the priuate subiect,* 1.3 both good order shalbe disturbed, and charitie and loue towarde our neighbour vtterly broken and taken awaye. For if theues, rebels and traitors, extortioners, adul∣terers,

& such like, shoulde not be punished by the Magistrate, who coulde liue in securitie and safegarde? The wydowes, the Orphanes,* 1.4 the people should be op∣pressed, and troden vnderfoote, and al iniquity would raygne.
