It is not strange a Shepherd reigns in Rome, For he that built it was a Shepherds Groom; Nor is it strange that Wolves in Rome abound, He suck't a Wolf that did the City found: But this is strange, and far above my skill, How Wolves should keep the flock secure from ill.
