.4, I 9, / / I 9, I DR. SEBRELL: All I can say is when I saw Dr. Francis on April 5, he was writing the manuscript in longhand and the tables were not completed. MR. DEUTSCH: My second short question is this. Do the faulty lots of vaccine implicate the validity of the Salk vaccine itself or is it due to error in manufacture. DR. SCHEELE: In my opinion, the fact that there may have been faulty vaccine does not mean that the Salk vaccine isn't good vaccine and cannot be made properly. We are not prepared as yet -- we cannot define as yet whethqr there was faulty vaccine based on any additional experience than that of Gebhart at the University of Utah, who did have a paralyzed monkey out of one of the lots of Cutter. When these men leave here in the daysahead, they are going to be continuing their review of the Cutter plant daily. We cannot pin it down on that. QUESTION: What is your own opinion? DR. SCHEELE: Whether the Cutter problem resulted from the insensitivity of the tests, the inadequacy of the standard, or the standard as carried out in their hands, we don't know yet. QUESTION: The standards you set up were not the standards that Salk and his group wanted set up and that you wanted set up. That is the consistency of performance.
