When did Dr. Workman get Dr. Francis' report?

DR. SEBRELL: Dr. Workman and I visited Dr. Francis I
seven days before, on April 5, and talked with Dr. Francis I

and he showed us what material he had available at that time. HO
The report at that time had not been prepared. The tables
were being drawn then. And he was at that time unable to show
us the final composition of the tables, because they had to
be checked with the statisticians. But we had an indication
at that time as to what the result was going to be.

QUESTION: The reason I asked that question is that I I
got the report at eleven o'clock in the morning on April 12,
and at that time Dr. Workman was speaking about the experience j
that the Division of Biologics Control had in the past with 0
the manufacturers and they were aware of the safety procedures
and so on. And frankly, unless he or whoever in the Public
Health Service got the report is a very fast reader and o

can really evaluate the numerous and ponderous tables which o
are available, I personally don't see how anybody could have
gone ahead on that day and said "We are going to license
this vaccine on the basis of the Francis Report," because I
was awfully scared that I had missed something in that

report, and somebody else might have been, too.
