suBjECT: The Export of Salk vaccine to the USSR
With reference to the matter of exporting Salk vaccine to
USSR for experimental purposes, this office wishes to point out
that one of the important aspects involved in the matter is the
future procurement of certain biological materials which have
heretofore been impossible to obtain from the USSR. Examples
are the Russian vaccines against "multiple sclerosis" and strains
of the viruses causing certain hemorrhagic fevers in Crimea and
the Ukraine. In my memorandum of January 5th to Mr. Getzin, IRD,
I also mentioned encephalitis vaccine in three types: (1) spring,
summer, (2) Japanese B, and (3) Tickborne.
It is therefore suggested that if it is decided to permit
this export of the Salk vaccine a communication to the USSR
authorities should point out our hope that this action will mark
the beginning of a continuing mutual exchange of biological
