PACHA RECOMMENDAT IONS FOR
ACHIEVING THE AIDS VACCINE GOAL
1. BASIC SCIENCE
As the world's premier biomedical research agency,
it is appropriate for NIH to continue its essential role
in promoting the basic research in virology and
immunology and related sciences which provides the
knowledge base for vaccine development.
NIH plans to establish a dedicated AIDS Vaccine
Center are commendable. It is unclear, however, whether
its new director will have the requisite experience in
vaccine product development and the necessary resources
and authority. The bulk of designated "AIDS vaccine"
funds may remain under existing structures and
mechanisms which are diffuse and unaccountable in
identifying responsibility for achieving the AIDS
vaccine goal.
* The director of the new NIH Vaccine Research
Center should be an accomplished vaccine
scientist with experience developing vaccines
for other human or veterinary diseases.
* The director should have full responsibility,
in consultation with appropriate advisory
bodies, to manage, allocate, and prioritize
all NIH funding that is designated "AIDS
vaccine" research.
* The NIH must substantially increase the
proportion of its total AIDS research funds
allocated to vaccines.
