SSLICITATISN SF PU16 SMMET SN EIVIAIDS KESEINEl FROM: Research Committee, Presidential Advisory Council on HIV and AIDS TO: Interested Parties and the Public DATE: October 28, 1995 SUBJECT: Solicitation of Comments on Federal HIV/AIDS Research The Presidential Advisory Council on HIV and AIDS was created in June 1995 by President Bill Clinton to advise him about the Federal Government's effort on the HIV/AIDS epidemic, including "what we are doing right and what we are doing wrong; what we should be doing and what we shouldn't be doing" and to design "new and better ways to respond". Preliminary Council recommendations made to the President on July 28, 1995 were for bold and visible Presidential leadership on the AIDS epidemic, including a conference on AIDS moderated by the President. As a result, a one-day Conference on AIDS is scheduled on December 6, 1995 at the White House. The Research Committee of the Council welcomes and requests comments from interested parties and the public on the subject of AIDS research, including background assessments of problems and obstacles in this field, thoughtful analyses of relevant issues, and practical recommendations for changes in the Federal AIDS research effort that would facilitate accelerated solutions to the epidemic. This input will be considered by the Research Committee and the entire Council in its participation in the upcoming White House Conference on AIDS, as well as during its deliberations and promulgation of recommendations to the President at subsequent meetings of the Council. (Other committees of the Council welcome similar input in the areas of [ l! AIDS prevention interventions, [21 care and treatment, and [3] discrimination.) Input should be in the form of brief written statements and background documentation. To be most helpful, such statements should be succinct (5 pages or fewer, please), to the point, and provide specific recommendations. Written input should include the name, mail address, telephone and fax numbers, Internet e-mail address, the name of the affiliated organization or institution, if any, and relevant background information on the person or group. The Council may hold public hearings and invite briefings in person on specific topics of interest at its future meetings. Input on HIV/AIDS research should be faxed (in advance of the conference on December 6, if possible) to: Alexandra M.
