Presidential Advisory Council on HIV/AIDS, International Issues Subcommittee [Transcript]
5 1 current candidate vaccines will protect. 2 Now, the history of vaccine development, which 3 has been a glorious history, including recent vaccines like 4 the vaccine against rotovirus, which is the largest cause 5 of deaths through childhood diarrhea, a vaccine which is 6 imminently going to be licensed -- it's been approved by 7 FDA and has been recommended by the federal government for 8 universal use in American children, the rotovirus vaccine, 9 the Lime disease vaccine. 10 The history of vaccine development, including 11 recent vaccine development, not just historic, old vaccine 12 development, is that the immune correlates of protection -- 13 in other words, the immune response that is known to be 14 associated with protection, that those immune correlates 15 are often unknown before field trials occur, and even after 16 field trials occur. The rotovirus vaccine, a vaccine to be 17 given to every American child shortly, is a vaccine for 18 which, even after it's been shown to be effective, 19 scientists still don't know the exact correlates of 20 immunity. 21 So something has gone very wrong with the 22 process of AIDS vaccine development, and this raises a 23 series of ethical and human rights issues, which is what I 24 want to focus on, not from the usual viewpoint. When you 25 hear that there's going to be a talk about ethics and 26 vaccines, what you expect to hear normally is a list of FREILICHER & ASSOCIATES, COURT REPORTERS (301) 881-8132
