Presidential Advisory Council on HIV/AIDS, International Issues Subcommittee [Transcript]
3 1 PROCEEDINGS 2 DR. MANN: Thank you very much, and thank you 3 for this opportunity. What I'd like to do is -- I don't 4 want to talk about numbers in terms of the worldwide 5 epidemic, but I do want to say something before I go on to 6 talk about vaccine efforts and human rights. I want to say 7 something about who is affected by this epidemic. 8 It's an important point to make that in the 9 United States and worldwide, the societal risk factor for 10 infection with HIV today is being a member of a group in 11 the society who is socially marginalized, stigmatized, or 12 discriminated against. 13 Sandy, who are the 40,000 people who are going 14 to be infected with HIV in the United States this year, 15 just broadly? 16 MS. THURMAN: People of color, women, young 17 people. 18 DR. MANN: Inner-city poor minority, right? 19 MS. THURMAN: Yes. 20 DR. MANN: Well, what this reflects is that 21 vulnerability to becoming infected is very, very much 22 related to societal discrimination and marginalization, in 23 this country and around the world. 24 The second point I want to make is that there's 25 an increasing consensus now about the need for a preventive 26 vaccine for control of the pandemic.
