MANN: If the President can point to the 3 person to be that champion who, given the authority to 4 marshall the public resources -- DHHS alone, obviously in 5 collaboration with some other agencies -- then this would 6 move forward. 7 MR. FOGEL: But if they made the decision to go 8 forward with field trials, you're saying NIH couldn't 9 supervise the field trials? 10 DR. MANN: I'm saying that NIH is NIH and it 11 has its strengths, but NIH alone is not the best. I mean, 12 I'm looking at it from the viewpoint of the American 13 public, the American citizen. I want the best of each 14 element. I wouldn't give everything to CDC. It would be 15 silly. I wouldn't give everything to NIH. But DHHS has 16 within it that scope, that capacity to clearly bring all 17 the requisite skills to bear, and I'm saying NIH is 18 necessary but not sufficient. 19 MR. FOGEL: So you're suggesting that not only 20 a decision be made, but someone be appointed to run with 21 it? 22 DR. MANN: Well, my point is that usually these 23 people, like I mentioned Basil O'Connor -- the idea of 24 leadership takes physical form in a person.
