26 1 experience developing vaccines. He needs to bring together 2 the expertise of vaccine developers, many of whom aren't 3 involved with the kind of work like Dr. Belshe is involved 4 with. Those people ought to be given the capacity, in 5 collaboration with the ethicists, the public health people, 6 the basic scientists, to work together to develop the field 7 trials. 8 That's the target, but we'll never get there if 9 we don't have the field trials, and people with vaccine 10 development experience are fully capable of drawing on the 11 expertise of CDC for epidemiology, the expertise from NIH 12 for the various laboratory issues, from FDA because 13 ultimately whatever you want to develop you want to have 14 licensed, and perhaps also USAID, perhaps also the 15 Department of Defense. 16 There are tremendous resources, but they need 17 coordination, and most of all, they need leadership, 18 leadership that says that we need a vaccine, let's move for 19 that vaccine, instead of constantly finding reasons for not 20 pursuing it. 21 MR.
