That 2 is indeed what one would look for at the highest levels of 3 the Secretary. 4 Were someone like David Satcher to be the chair 5 of such a committee at that higher level to look over and 6 to be able to overrule, in that sense, a Baltimore 7 committee in the interests of a broader perspective, public 8 health; and most importantly, as you said, Bruce, and as 9 I've said too many times already this morning, people with 10 experience. 11 MR. HATTOY: If the political reality is that 12 Dr. Baltimore is in charge of this country's vaccine 13 program, or we're moving in that direction, or Varmus wants 14 to move that way because the Secretary has abdicated 15 responsibility, how do we make it work? 16 DR. MANN: You've got to put it in perspective. 17 DR. HITT: Actually, I think we're going to 18 address that in the vaccine recommendation, that you can't 19 have it just in NIH. There are recommendations that it be 20 in ONAP. It needs a higher level than HHS. I think it 21 needs to be at the level of the White House. This is what 22 the President wants to have done. The White House is 23 supposed to coordinate all the different agencies. 24 However, the other thing that we're saying in 25 our document is that everything needs to be done on a 26 parallel track.
