17 1 the distinct minority. 2 If you go back to the transcript of that 1994 3 meeting where they made that decision, it's remarkable to 4 see that they had no one on that panel that could answer 5 basic questions like, "Are there any vaccines that have 6 been studied that have no immune correlates?" I mean, 7 there was nobody with any vaccine development experience 8 there. 9 It's also interesting that when they made that 10 decision in 1994 not to go forward with trials, they said, 11 "Well, we think in a year there will be some other vaccines 12 we can choose from that might seem more likely to succeed." 13 Now four years have gone by and some of the scientific 14 objections to those vaccines, that they didn't produce 15 neutralizing antibodies to primary isolates -- well, now 16 they have. Yet nobody is asking the question about why 17 don't we do a trial of these products now? 18 DR. MANN: May I make a proposal based on what 19 you just said? The vaccine committee that exists -- both 20 committees are NIH committees. That's basically like 21 saying that the whole process of vaccine development 22 belongs in one part of the whole process. Why isn't there 23 an HHS AIDS vaccine committee chaired by someone who has 24 experience developing vaccines, principally peopled by 25 people who have that experience, with some useful other 26 scientists bringing in other perspectives, and then also FREILICHER & ASSOCIATES, COURT REPORTERS (301) 881-8132
