The people who have been 3 placed in charge of AIDS vaccine development in this 4 country, number one, have no experience developing 5 vaccines. Number two, they come from a stream of science 6 which deserves great respect, but it is only one view. It 7 is the stream of science that would like to have all the 8 answers before it proceeds. It's the stream of science 9 that if it had been in charge of rotovirus vaccine 10 development, we would not have a rotovirus vaccine, a 11 cellular pertussis vaccine, a Lime vaccine, and the list 12 goes on and on. 13 We eradicated smallpox from the world without 14 ever knowing -- ever -- exactly how it worked. So what we 15 have here is a scientific world that is basically holding a 16 monopoly lock on the process, and basically saying, "Until 17 we, the scientists, get answers to the questions which are 18 probably unanswerable, but until we have all those answers, 19 we will not allow this to proceed." And the names of David 20 Baltimore and Harold Varmus are right at the top of the 21 list. 22 The issue here is also accountability, because 23 the stakes for America and the stakes for the world are too 24 high. Think for a moment about America. We have the 25 protease inhibitors. It's wonderful, I mean absolutely 26 fantastic what's been done.
