For your information, I am pleased to provide you below the text of the initial recommendations on
AIDS vaccines put forward by the Research Committee of the Presidential Advisory Council on HIV and
AIDS (PACHA) and promulgated by the full Council at its public meeting in Washington on April 26, 1996.
Feel free to share this with others for whom it may be of interest.
I arn grateful to those of you who have provided the PACHA Research Committee over the last six
months with your written statements, oral briefings, contributions at the White House HIV/AIDS conference
on December 6, and other information and advice that we solicited from a wide segment of the research
