The vaccine field is one that is in crisis. It is so for several reasons that are interconnected. The science base needed to develop a vaccine is fragmentary. This in part derives from the obstacles that HIV poses as a vaccine target but, importantly also because vaccine research is unattractive and not well suDported. Consequently our best minds and strongest efforts are not engaged in the quest for an HEV vaccine. Without a scientific base, it cannot be expected that private industry become actively engaged in vaccine research and development. In fact, the involvement of the private sector has been less than desirable and is currently in sharp decline. This is also in part due to poor economic incentives and perceived difficulties in working w.th government agencies. The offices of the Presi4ent and vice President can do a greac deal to help invigorate this field. First and foremost a strong statement must emerge that. vaccine against HIV is possible and has become a national priority. The administration should also encourage our leaders in government agencies to carry this message forward by making vaccine research and development a scientific priority. The field must be invigorated and fueled with sufficien: funds to meet the task. Iinally, all means to encourage industry to participate, especially in partnership with government, academia and private foundations is paramount in importance. Inplicit in this statement is that coordination and oversight of these activities is vital. To this end, I would recommend that your group scrutinize the OAR repor:, not only the vaccine section, but also related areas dealing with prevention research and the role of animal models
