recently Dr. Pat Fast. Two years have passed since the Levine Committee recommended major reforms on AIDS vaccines yet the agency has been unable to implement a single one of them. Its "AIDS Vaccine Center" announced a year ago by the President in declaring the 10-year goal remains on paper only as a public relations gimmick with such limited proposed scope, authority, and resources that experienced vaccine scientists are turning down its directorship. If the NIH is unable or unwilling to determine definitively with all deliberate speed whether or not the gp 120 vaccines would work, then resources and mandate for doing so should be provided to other capable agencies, such as the DOD or the CDC, to get the job done in rigorous, ethical, careful scientific trials that must occur if the AIDS vaccine effort is to move forward.
