INITIAL STEPS FOR PRESIDENTIAL ACTION

OUR MISSION
Our mission is to provide information and recommendations to the President
regarding programs and policies to promote effective prevention of HIV disease,
advance research on HIV and AIDS, and provide quality services to persons living
with HIV disease and AIDS.
PREAMBLE
With over 250,000 Americans having died of AIDS, an estimated 1 million more
currently infected, and over 40,000 new infections each year, it is critical that the
President of the United States commit to use his personal leadership to raise the
level of public education, compassion, and concern.
He must make the battle against AIDS one of the most visible and continuing
priorities of his Presidency. The cost to our country-in life, in lost productivity,
in financial terms, and in anguish and grief-is incalculable.
The Council will work intensively with the President over the coming months to
issue more recommendations. Because we do not have the luxury of time, we are
issuing a few initial recommendations to the President that require immediate
attention. We believe that visible and courageous leadership on the part of the
President can and must provide the spark that ignites the American people and
brings them together in unprecedented partnerships among people with HIV, health
care providers, researchers, foundations, businesses, spiritual leaders, community
activists, political leaders of both parties, and Americans of all races and sexual
orientations.
The majority of our recommendations will be presented in the coming months.
After these first two days of meetings we feel compelled to advocate the following
goals and actions.
