Reply from the President to PM Chirac

At Tab I is a memorandum from you to the President forwarding a
reply to a letter from PM Chirac concerning a patent dispute over
an AIDS antibody test kit between the Department of Health and
Human Services and Institut Pasteur. I am somewhat surprised
that the PM has chosen to write the President on this issue, but
it apparently is a matter of some prestige and financial concern.
RECOMMENDATION
That you sign the memorandum to the President at Tab I.
