BACKGROUND:

AIDS foundation announcement and photo op
To announce, with Prime Minister Chirac, the
agreement reached between HHS and the Institut
Pasteur
HHS and the Institut Pasteur have resolved a
dispute over the ownership of the patent for the
AIDS antibody test kit that they had developed
simultaneously. Both parties had applied for the
patent and the controversy was adversely affecting
ongoing AIDS research and the sharing of
information and technology within the scientific
community. The two parties have reached an
agreement to jointly own the patents and to
equally share the resulting royalties. 80% of
these royalties will be used to establish and
fund an international AIDS research foundation.

The President's participation will highlight
this international cooperation and exchange
of technology which may speed the development
of a cure or vaccine for AIDS. It will also
highlight the fact that this is being done
without government funding.
